Basketball Victoria Country Executive Council Meeting
Members of the Basketball Victoria Country Executive met in Bendigo on Saturday, 5 December 2009.
The meeting was the last Executive gathering prior to the end of another successful year in country basketball in 2009.
Chairman Rod Bush thanked all Council members and staff for they dedicated service during a year that saw the Council
embark on a review of the governance structure and operational areas that will determine how basketball should be
delivered to the Country Associations in 2010 and beyond.
“The BVCC review will conclude in the early part of 2010 and will deliver some very important recommendations to be
considered by all involved in Country Basketball.” Rod Bush stated. “It is expected that an interim report and
recommendations will be tabled at the Basketball Victoria AGM in May 2010.” A final report is not expected until later
in the year.
Rod reiterated that it will be important to have as many Country Associations as possible represented at the Basketball
Victoria AGM. “The opportunity to have your say before a vote by all Victorian Associations on the recommendations is
important.” Rod said.
The meeting also discussed the many changes that are occurring around basketball in Country Victoria and the need for
the sport to remain current and efficient.
Regionalisation
One of the review points that has been debated rigorously is regards to regionalisation of the Country area. “For the
past 43 years all services in relation to Country Basketball have been delivered from the Bendigo office.” Rod said. One
of the proposals being considered by the Review Panel is to establish Regional areas and employ Community
Development Officers in the Regions to assist local associations deliver the sport to the community.
Basketball Victoria President Dan Kirtley, who was a guest at the meeting, agreed that the sport market place is very
competitive and that today’s volunteer is busier than ever. “Associations are required to be more efficient and
accountable than ever before.” Dan commented. “As a governing body we must place ourselves in the best possible
position to assist, advise and develop our country member associations.”
It was noted that in 2009, the elite side of Country Basketball excelled, whilst the numbers of participants at the grass
roots level declined.
Manager, Country Basketball, David Huxtable stated that we must focus the attention and development on the grass
roots level. “The numbers of domestic basketball participants in Country Victoria is about 35,000. By continuing to
develop and increase the participation numbers can only help as the pyramid narrows at the elite end.” David
continued. “Winning medals at the National Championships is important for Victorian Country, but as administrators of
the sport we need to be looking 5 years ahead, so that we can maintain that momentum.”
David advised the meeting that there are a number of initiatives that will be delivered throughout Country Victoria in
2010, that will build on some of the sensational programs that Vic Country is renowned for.
Player Affiliation Fees
The meeting also carefully considered the financial report tabled by the BVCC Finance and Audit Committee. The 2009
Financial statement will be tabled at the Country AGM in May 2010. This meeting however did consider the 2010 draft
budget and after considerable debate the Executive Committee resolved to increase the Player affiliation Fee from $26
per annum to $29:50.
The Referee Licence Fee for the 2010 year was also set at $29:50.
“A prudent governing body needs to consider the economic climate and increasing costs associated with the delivery of
the sport.” David said. “The affiliation fee should increase in line with CPI annually; otherwise the expense budget must
be decreased by CPI.”
“Our costs increase and if we want to just maintain what we do, we need to increase the fees accordingly”. David added.
The last fee rise was in 2007 and when compared with other Regional sports the new fee is very competitive:

This year Basketball Australia has partnered with a new Insurance provider OAMPS and they now provide insurance
cover for all basketball participants across Australia which also has some added benefits for local associations.
A letter to all Associations will be sent by the Chairman of the BVCC, Rod Bush this week and will detail results of the
meetings recommendations.
